'Plants growing in drain' RG91DB

Foliage /plants have seeded within the drain in Park Road, Henley-on-Thames, RG91DB. The plants in question probably seeded in 2021. If left to grow, these particular plants will become very bushy and prevent water draining away, heavy rain and stormy weather being the culprit. My home is in line with this particular drain, I have experienced flood water, as a result of heavy rain entering my home, therefore it is imperative the drain remains plant and rubbish free. Your assistance in this matter would be appreciated.
