Lights causing unnecessary delays

Roadworks have closed the westbound filter lane here so all westbound traffic must route round the roundabout and on to the carriageway to the Hinksey interchange. But the traffic lights that control westbound traffic by allowing, first, filter lane traffic then, second, roundabout traffic on to the westbound dual carriageway have been left operational on quite a long phase.
Since there can be no traffic on the left hand filter lane, the only function these lights are now serving is to create an unnecessary traffic jam back up the ring road almost to the Heyford Hill roundabout -- and that was at 22h50 tonight (Tuesday) - a delay of about 10 mins.
