Inspection cover submerged under new resurfacing on footpath

The resurfacing happened yesterday and the inspection cover near the worker’s feet was taped up so it could avoid being tarred into place. However it was not exposed again before the tar was left to set. Now it is completely covered. I don’t know for sure but I think it belongs to the cable TV company. In any case it should be re-exposed.
