Loose manhole cover, with broken support frame structure

Manhole has been loosely refitted by persons unknown. cover is loose, and the frame it fits to is clearly broken, rusted through in places. Photos show the manhole, as it was today 23/02/22, and the exact location indicated by the bag temporarily placed near the cover.
