Padlock missing on lockable bollard

There are 2 bollards here, one bollard was found in the verge/padlock missing on Thgursday morning (17th). The padlock needs to be replaced. There was a year or 2 ago a bad flytipping problem here, there has been no flytipping since these 2 bollards were installed. I believe the padlock was cut/removed during the illicit removal of an abandoned vehicle - I have just reported this separately (as flytipping, they left the none metallic portion of the vehicle behind!).
