Human excrement

Sent to Oxford City Council and Oxfordshire County Council less than a minute later

Large human poo under the tissue the person has wiped with has been at the bottom of the steps down from the bridge here on the north bank of the Thames since Monday 17 Jan. My dog has attempted to eat it twice so I suspect it's full of drugs.
