New bollards/planters not effective and drivers blocking pavement regularly

Regular parking of vehicles at top of windmill road. New bollards and large planters have reduced pavement size by 50%, then cars block what’s left. It’s always happening and not good for pedestrians. Photo merely intended to show what it can be like at times. Safety concerns about how pedestrians navigate parked traffic and bollards planters and moving traffic. Is anything being done about this?

Unfortunately it is not clear from the photograph exactly where the red car and white van are parked along the road. Please can you provide more detail as this will determine what action we might be able to consider.

Hi. Thanks for getting in touch with me about this. I don't have that picture any more and can't seem to zoom in on it from this web site. I believe the white van and red car are parked just down from the Helen and Douglas house (so the residential homes before the shopping area). I have attached some other photos which are closer to the planters and bollards and hope this shows the point I was trying to make about them. I hope you can clearly see the location of these cars in relation to the planters in these additional pictures. The second attached picture shows unloading of a silver van - this is outside Helen and Douglas house. Road uers are then parking behind it moving the problem further down Windmill Road and you can also see a large vehicle jutting out across the pavement which is outside the Leopard Press shop I believe. The final picture is looking down Windmill Road in which there are 5 cars parked half on/off the road - opposite the bus stop and the large black vehicle parked across the pavement. In addition there is street furniture taking up space on the pavement. My point is that I've seen people walk out into the road because they see some one taking up the reduced space on the pavement in this area (due to planters, bollards, cars and street furniture), and decide it's quicker to go into the road than wait for room to pass on the pavement. My other point is that this is also a frequent occurrence. These pictures show the area outside Helen and Douglas House, down Windmill Road and up to the Tile shop. But please note cars are also parking outside Adria Pizza and down from there along the row of shops - it's not just Helen and Douglas House end that is the problem. I have seen cars parked at the side of the planters too as there is space to get wheels onto the pavement still. These are probably short 5-10 minute stops but it raises concerns in me when you see young parents with buggies using the road instead. I don't know what the answer is. I just don't think the bollards and planters have worked as intended. I'm concerned about safety here and draw this to your attention for that reason. It can be very busy just here. Thank you for your report. We have assessed it and found that it does not currently meet the criteria for intervention, so will not be fixing at this time. Vehicles parking in either a dangerous position or in such a manner as to cause an obstruction of the public highway are commingling an offence under Section 22 of the Road Traffic Act 1988, this legislation is enforced by Thames Valley Police.
