Sent to Oxfordshire County Council less than a minute later

Hi for the second time in a month our cul de sac is being dug up by a cable company. Firstly it was Gigaclear and now it's Swishfibre. Apparently due to a 'mistake' the work is being duplicated. Apart from the disruption, the damage to the road surface and pavements must be of concern to somebody. If these firms are issued licences by the Council how is this allowed to happen?
