The roadworks on Highworth Road, between the view point and Westland Road continue to be non-compliant with the Safety at Street Works and Road Works Code of Practice 2013 AND ARE UNSAFE.
The pavement is now completely blocked on one side of the road, and yet, no signage indicating closure or temporary footway ramps have been provided - in contravention of the Code of Practice. Barriers have routinely fallen over due to inadequate placement and support, due to using the wrong type of barrier for the residual width of the road with supports rotated into alignment with the barrier, thus providing no lateral restraint. Despite at times the excavation being within 2m of the footway, at no time have temporary covers been used, or enhanced barriers provided around the excavation in accordance with the CoP.
Of the six street lights in this area - four are not working and this has now been reported on multiple occasions to no effect, over the space of several months. The roadworks are inadequately lit given the absence of street lighting in this area, and in accordance with the code of practice MUST be provided with yellow warning lights to indicate the hazard.
Each time this area has been notified the response is that it will be addressed within 7 days. This is not happening.
