It needs to be established who is responsible for this area. Catalyst, the City Council or the County Council and if it can't be established the City Council need to take responsibility for it. There is no point having an area that encourages wildlife if no one picks the litter up. If no one else is willing to take responsibility please can the City Council step forward to do so.
