Bridge toppers fallen in river causing flooding

In 2020 bridge toppers were replaced. The old toppers were left in the river below. This caused flooding in December 2020. We have reported to flood dept at WODC and Environment Agency. They say that our responsibility to to pick up with highways. The contractor for the bridge works has left materials in the river. This has then slowed water all year and now badly silted. The river raceway under the bridge is now 50% blocked. I have photos to share. The new bridge toppers installed are also already failing. We have contractors who can / need to attend ASAP to prevent flooding - but we need the bridge officer to be aware / previous contractor help to account.
