Streetlights not working or obscured

The streetlight in the photo is situated along the footpath between Crown Road and Orchard Close, Wheatley, approximately 15 metres from Crown Road. It is completely overgrown by trees in the garden bordering the footpath. Also, the street light at the end of the footpath in Orchard Close is not working making this footpath now very dark and hazardous at night.
