Unsecured Manhole Cover Norham Road that someone has fallen through

There is an unsecured temporary plastic manhole cover outside the Norham Road side entrance to the Oxford English Centre at 66 Banbury Road. I have just witnessed a teenage boy who was running along the path falling through this - his foot fell/broke through the plastic cover as he went over it, he fell over and landed on his elbow awkwardly. Me and another passerby had to hold open the cracked plastic for him to free his foot, but his elbow looked far more injured - broken, with a bone out of place. His father was parked around the corner and has brought him to seek medical attention. We have pulled the now cracked plastic manhole cover back over the manhole, but it is not secure. It used to have a plastic barrier around it but as far as I know it hasn’t for a while. Anyway, I phoned this problem through as it seemed serious. Reporting it here too with photos.

Thank you for your report. This has not been barriered off to make safe while we chase up the utility company for a repair to the cover.
