Not working again

Sent to Oxfordshire County Council less than a minute later

This was changed almost 2 years ago. Not working again. Already reported by a neighbour who is finding it very difficult in the dark. She was told it is part of a larger problem. Could this be caused by no. 7 which is dangerously broken as mention in my other report
