Flower/shrub bed severely reducing width of pavement

Please can someone look into the flower/shrub bed that has been created outside Sunrise House/Woodcote Garden centre, which severely reduces the width of the pavement available? While the bed has been there a fair while, the point where the drive joins the pavement at another point is much further back. There is a bus stop where the pavement is reduced which is not at all helpful. The bus stop is a heavily used one as it is opposite Langtree school and is used a lot by students. I just don't understand how someone has been allowed to reduce the available pavement for bus users and pedestrians so much? Surely with the garden centre access road, shop parking, bus stop and schools it is not safe for pedestrians to have the pavement reduced so much? Thank you.
