Overgrown thorny hedges into public path

Overgrown hedges behind 5 Eden Way OX26 2RP Have not been cut for months Some of the hedge sticks out into public pathway and is very thorny It seems these are not dealt with on a regular basis unless it is reported to yourselves. The hedges also grow into my fence and may cause damage to it.
