Sloping steps and insufficient handrails

Sent to Oxfordshire County Council and Vale of White Horse District Council less than a minute later

The steps here are well worn and in adverse weather become covered in leaves or water/ ice and become slippy. The handrails do not extend far enough for people to use them to get down the steps fully. This is not a new issue but we are having increasing complaints about them as a church and we are not sure whose responisbility they are. They mark the start of a public footpath through the churchyard and are outside the church walls.
