Large dips in road by traffic lights near Sainsbury's

There are a few large dips in the tarmac that have been gradually getting worse over the last few months. I live in a flat almost opposite, and particularly when HGVs go over them at a certain speed, it creates a very loud noise, and often big vibrations in the flat that can often wake you up at night. We are also starting to experience more cracks in our wall and ceilings because of this.
