Cars parking on public green spaces alongside the double yellow lines

Sent to Cherwell District Council and Oxfordshire County Council less than a minute later
Since the double yellow lines have been painted in villiers road, cars and other vehicles (vans etc) have been parked up on the green spaces next to the double yellow lines which (if I'm correct) is worthy of a fine - even so, it's destroying the green areas and making it difficult to see if traffic is coming on the corner.

This is still happening and due to a certain house with many cars using the public space as a car park.
