Combination of toucan crossing, narrow footway, tables and chairs outside café and advertising board

Am a wheelchair user. The footway on Woodstock Road in front of this address is problematic. I cross the road at the toucan (?) crossing and turn left into the narrow space between the toucan signal crossing and the lamp column and immediately there are tables and chairs on the café’s land but also on the footway as well as an advertising board. The whole thing is awkward, and I don’t know what can be done about it. I am not being unrealistic. A lot of pavements footways in the streets are awkward for wheelchair users but this is exceptionally so. I don’t know if they have a licence for the tables and chairs, but I doubt they have one for the advertising board. Removing it would certainly be an improvement. At the risk of being pedantic, I noticed that there is a ‘no waiting’ plate on the lamp column which I thought was higher than it should be. Can you let me know if I need to contact the city council separately about the tables and chairs and the advertising board? Thanks for dealing with this. The road drainage has been blocked. Scotish and southern power has been digving the payment right in the front of Bardias coffee 3 wood stock road and debries and sand have fallen through the drainage griddle and has blocked, it needs urgent attention as it is the zebra crossing and makes it so very difficult for ordinery people and disabled people with wheel chairs. Thank you for your report. in regards to the chairs and tables, yes they would need a license and if it's still issue even now for yourself i would suggest contacting council directly about this. In regards to height i plate, it would have been installed at that high to make sure everyone can see it, especially delivery lorries.
