This is garden-type growth that the adjacent householder/s have been responsible for letting it grow out and obstruct the right of way anti-socially: THEY should be made to put this right, NOT the Council/ tax payers. Is this by 31 Gloucester Place ?

Does the Council not have the power to request owners to cut back vegetation obstructing a pavement and, if the owner refuses, then the Council can do it and invoice the owner?
