Dead Birch Tree - may eventually fall

I have been contacted concerning a dead silver birch tree on Hoggrove Hill. I know OCC accept responsibility only for the steps themselves and regard the planted verges as private. I concur with that view. But. apart from the lower section of the steps where the verges have been formally adopted by the adjoining owner and are well maintained, the upper section has never been looked after by the adjoining householder (indeed I believe the house is owned by an absent landlord and will be hard to track down). So you may feel that it is one of those situations where, if the tree becomes a hazard, the County might think it should deal with it rather than involve endless administration. Over to you. See plan attached hereto.
