This is a sudden lean (brought on maybe by recent winds/storms?) and looks dangerous as if it might break and fall on passers by or damage adjacent property/fencing. Suggest this needs prompt attention.

We have visited site and assessed the trees in their location. The trees present are on land not deemed to be part of the highway maintainable at public expense by OCC in the County’s capacity as local highway authority. The trees are on land that is maintainable by the Local District/Town/Parish Council and not by the County Council. We endeavour to transfer this enquiry to them; however, you may also wish to contact them directly to pursue this enquiry further.
Many Thanks for your enquiry.
