Hedge on public walkway is very overgrown and restricting access

The pedestrian walkway is very restricted due to the overgrown hedge. The hedge has large spikes on it and could potentially cause injury and damage clothing. The top of the hedge also needs to be addressed as it is very overgrown also and not been cut on the last two previous occasions the hedge has been cut. People are going to struggle to get down the walkway with the hedge overgrown and hanging down.
