Ditch at bottom of garden now constantly flooding into my garden.

I raised this a couple of years ago but its not only not been resolved but has been made worse. A couple of years ago an estate was built opposite my house. A new swale and surrounding ditches ditches were dug out along green lane to accommodate the water from this. However this has not been effective and from flooding no more than a couple of time over 30 years, the ditch at the end of my garden now floods floods into my garden at least every month. The problem is not any of the ditches - these have been dug out in the past year. The problem is the pipe into which this ditch flows at the and of my garden can no longer support the volume of water, Additionally the camber of the road in Green Lane has always meant the water that flows down the hill from the top misses the drains and ditches, and flows in a torrent along the lane, past my front door and down to and into the ditch at the end of my garden, substantially adding to the flooding issue. As I say I have reported this before, but all that has happened is money has been wasted digging out ditches that didn't solve the problem because these were not the problem. I would be pleased to discuss this and proper solutions with someone on site. I am an engineer so I do have appropriate understanding,. At the end of the day I should not now be getting my garden flooded every month and want this sorted pease..
