Over hanging bushes

Bushes on the street Rowles Close are not being cut regularly and because of that there is a problem to use the footpath as the bushes are hanging over. Last time when I walked with my pram it tore scratched my baby and me. Is there any chance to get them cut?

    I have received a letter from you today asking me to cut back the bushes from my fence in front of the link path to the footpath from Rowles Close. Today we cut the bushes back and here is the evidence.
