Plants along boundary wall have been cut down by grass cutting

We planted 2 large buddleia plants (each over 2 feet tall) and a lavender bush alongside our boundary wall earlier this year. They were obviously seen by whoever did the weedkiller spraying earlier in the year as the area around them was not sprayed. Since these plants were planted in March and the grass verges were cut, they were left fully intact. I have been careful to weed around them to ensure that it was obvious these plants were planted intentionally. However the last people who strimmed/cut the grass have cut these plants down to the ground. This is really upsetting, I don't see why this has happened, the plants were alongside our boundary wall, at least 8 feet away from the footpath/cycle-path, and very obviously had bee planted.
