Masses of water on road, streams over footpath onto my front drive and onto side of house

No roadside drain to take this water and therefore it drains straight off road down the side of wide grass verge, over the public footpath into my property in excess of 2 to 3 inches deep across total width of my drive and side of house. A clear solution would be to put a gully / grating accross the top width of the highways vehicular access off the road to drain into the open ditch immediately to the left. Other residents don't appear to have this problem, which has been getting considerably worse in the short time we have lived in Farmoor.
