Bollard been hit by a car and is now not fixed

We arrived at work to find the bollard had been clearly hit and was loose in its fixture. However, it has fallen over and is completely loose. It is very heavy and just resting in its hole. We are concerned about the number of young people who play around the area and one of them being hurt. If it falls on one of them that could be very dangerous. The one next to it was hit and reported before but was nit fixed. That bollard was thrown around the streets and eventual went missing all together.
