Bridleway gate closed with chain / clip

Sent to Oxfordshire County Council and West Oxfordshire District Council less than a minute later

The gate from the bridleway out on to the road (which is normally left open) has been shut and closed using a chain and clip. It is impossible to open the gate from horseback and there is nowhere safe to remount the horse if you have to get off the horse to open the gate. As this is a bridleway the gate should be accessible for horse riders but this is not currently possible. This bridleway is well used and it would be great it the gate could be closed in a way that means we can get through safely.
