Building contractor's vans blocking layby

Sent to Oxfordshire County Council and Vale of White Horse District Council less than a minute later
I wasn't really sure about reporting this one and not sure if anything should or could be done. There is a layby opposite Arnold's Way that many parents use when dropping children for school. Over the last couple of weeks its been full with building contractors vans, first the red one then the rest arrived - should they be there? I presume they are working locally and have been told not to park outside the residence they are actually working on so inconveniencing others instead. It's resulting in more congestion up Arnold's way and in front of the school which is particularly bad at the moment as many kids are still being taken in cars who would have used busses previously.
