Blocked rainwater drainage traversing our dirveway, causing damage to the fabric of drain inspection manhole cover.

Formerly reported as ref. 1686034 in 2019 and closed without resolution, I do not know why: no-one contacted us and no inspection was carried out. This blockage of a rainwater drain from North Street traverses our driveway on the way to the River Dorn. It has been blocked (by roots invading the pipe?) for a couple of years and is now causing progressive damage to our driveway. I believe that it is the responsibility of the Highways Agency (the opinion of DynoRod when they visited at our expense). I attache just one picture demonstrating that when it rains, particularly a downpour, there is a 'fountain' of water that issues from the inspection hatch in our driveway. Although on our property, I believe that the upkeep of this pipe is the responsibility of the Highways Agency / District Council. I would very much like to have an on site inspection to determine what can be done to remedy an increasingly damaging situation.
