Over hanging bushes and trees into public pathway

At the top of spinney drive Banbury, next to number 42 (I think), there is a public pathway. I use this daily. As you enter, there are bushes and trees blocking the entrance positioned on the left. It is never maintained and I'm not sure if it is a resident responsibility or not, but recently, my youngest child has been in a wheelchair, and entering the pathway is difficult, because of the slant it is on. In the winter or when the branches were wet, they flicked my child in the eyes because there is little room to move left. Now there are leaves on the branches, it is worse.
In general, the pathway needs maintaining, weeding, broken glass, and dog mess removed
