Trip hazard from motorcycle parking ground anchor

On the pavement in Bridge Street, Banbury, at about SP45824059, is a row of ground anchors for secure motorcycle parking. Each one is recessed into the ground, and each recess a small galvanised steel cover that should close flat for safety.
The steel cover of one of the anchors has been badly bent so that it cannot be closed. It sticks up at least two inches and forms a significant trip hazard in the pavement.
It looks as if it could be straightened by a blacksmith. If so, the existing cover can be saved and does not need to be replaced.
These ground anchors have been in place for about 20 years. They are very strong and effective, but they are not maintained. Débris from trees at the site accumulates in each recess, eventually preventing each anchor from fitting into its recess and thus preventing its cover from being closed flat.
These ground anchors need regular inspection and occasional cleaning. They particularly need inspection and cleaning after each autumn's leaf fall, and after any high winds that may have brought down twigs from the trees.
If properly maintained, these ground anchors could be kept safe easily and at minimal cost, and could remain in use for decades yet.
