Unlicensed "[portable loo]" blocking footpath outside 15 The Moors

Sent to Cherwell District Council and Oxfordshire County Council less than a minute later
On 15th April, emailed Highways Enquiries to ask if the [portable loo], on the public footpath for at least the previous week, needed a license, and if so was one in operation. On 24 April Sian replied that a license is needed but none is in force, He asked that I send photos to "FixMyStreet". My concern is (a) safety: Covid distancing on this path is difficult with this obstruction adding to the verge-parked vehicles during weekdays, (b) there is a potential hygiene problem since it is opposite a pub that has turned its carpark into a beer garden and it is unclear that the public has access to their indoor facilities (passers-bye also are seen to use it), and (c) it is unfair trading practice against the building companies who DO take the expense and trouble to get properly insured and licensed.
