A 4 inch hole on side of drainage manhole and destroyed highway

Over the last week this hole has appeared along the side of a drainage manhole. The tarmac, recently repaired, has also been totally dislodged exposing the layer beneath. The hole leads down into the drain so presumably is at risk of growing rapidly bigger leading to drain damage as vehicles constantly drive over it to avoid parked cars on the opposite side of the narrow lane. There also is a risk of any collapse as a vehicle drives over it leading to contact between the vehicle and a Grade II listed property.
