Slope entrance to church from road

Sent to Oxfordshire County Council and Vale of White Horse District Council less than a minute later

The entrance to the church for parishioners and undertakers is via slope which is quite steep. The road is busy and recently there have been incidences of elderly parishioners slipping, fortunately being caught before they fell into the busy road. Cannot have steps because that means wheelchair users cannot access the church. For the last six months he farmer has locked the gate which used to be an access point for cars and parishioners, therefore the only access is via the main road entrance as in the photographs. Please may a hand rail be installed as a health and safety measure?
