Confused cycle/pedestrian right of way

The cycle signs on Windmill Road are misleading. Cycles and scooters riding the pavement where they should not. Clearly unsafe for pedestrians and obstructive for traffic
Residents report that they endured disruption when the cycle lanes were installed yet these signs suggest cycling on the pavement is okay. Please be assured cyclists are only too keen to be on the pavement and not the road! What do these signs mean and why is it not made clear where there are cycle lanes bikes and now the electric scooters should be on the road and not running down pedestrians? Especially with children going to the school nearby.
Residents opposite the NOC have enormous problems getting into and out of their driveways. All these houses predate the new entry exit that was put in when the hospital was redeveloped. Buses cannot negotiate the hospital exit without crossing to the other side of the road
What can be done to improve the road safety situation and help the residents whose interests have been ignored?

The drain leading from my property to the mains on windmill road is clear. But there may be a blockage where our drain meets the main line.

Thank you for your report. We have assessed it and found that it does not currently meet the criteria for intervention, so will not be fixing at this time.
This all falls under the Road safety act 1989 section 3:
If a person drives a mechanically propelled vehicle on a road or other public place without due care and attention, or without reasonable consideration for other persons using the road or place, he is guilty of an offence.
This applys to the E scooter riders and bicycles, if they are driving in a dangerous manner. This needs to be reported to the Thames valley police to deal with.
And in regards to the bus drivers. it's down to them to make sure they drive in a manner that doesn't put other road users in danger.
