Road surface has 'gone soft' in front of church

It’s curious it is happening at this time of year when it’s not that hot though the sun was strong shining on a black surface. It suggests the binding material that has come to the surface has a low melting point.

I see this as a safety hazard - there is now a large area with a mirror finish so no skid resistance - it will become a bit like a staking rink in wet and freezing weather - there is a strong smell coming from the surface, which in the worst case could be phenol or similar coming from the ‘binder’ in the asphalt - it’s no pleasant getting sticky material on the soles of ones shoes
