Fence broken along footpath

Sent to Oxfordshire County Council and Vale of White Horse District Council less than a minute later

Regarding 244/10/10 (Footpath). An electric fence has been erected on this path without proper safety measures. The fence is not earthed ans not protected by a secondary fence, there is only one sign at one end of the footpath. Another fence to the right of this has been erected and constraints the path to less than a meter when the footpath is supposed to be larger than 1.5m.

Today winds blew the fence over making the path very small and also caused an incident to occur where I fell trapped on the fence netting blowing in the wind. The fence scratched me and I was dangerously close to falling on the electric fence. I belive the owners have not completed due diligence to ensure the saftey of the fence and I am contemplating further action. However this needs to be reported first.
