Sent to Oxfordshire County Council less than a minute later
The drainpipe runs under the rear of the Dorchester Public Car Park which was provided and maintained by South Oxfordshire District Council. The outlet of the pipe exits into a stone built structure adjacent to an underpass/flood surge bypass under the River Thame rod bridge. The photo is taken from above the collapsed drain outlet from the footpath on the bridge.

I did see an Oxfordshire County Council van parked near to the reported problem but no action was taken. If it is not an OCC problem please forward it to the SODC who own the car park and toilets here.
