Sent to Oxfordshire County Council less than a minute later

Thames water has coned off the area they intend to work in for the last 3 weeks, with no activity. I see according to FMS they are due to start sometime next week. How does their permit allow closing off part of the road for an additional month (as it will be) before the works?
