Ownership of the lane called Over Norton road which leads down from the main Over Norton road

Sent to Oxfordshire County Council and West Oxfordshire District Council less than a minute later

I live at 15 Wilcox road CN post code OX7 5LE. To the side of our property is a lane referred to as Over Norton road, which is just a lane running down from the main Over Norton road. Along it are 4 large detached houses. Close to my house just before the lane ends is a willow tree which is in poor condition and overhangs my fence. Also one of the main trunks is dead or dying and could fall across our front garden. When in full leaf it brushes against our property. I have been unable to ascertain who owns that small lane or who has responsibility. I have spoken to the owners of 14A and 14B but it is clearly not on their land. I have also spoken to WODC and Chipping Norton Town Council but they are unable to help. It is clearly marked on the town mapping site. Are you able to advise as I cannot proceed, other than just pruning my side of the tree, without the land owners consent. The geographic co-ordinates of the lane entrance are "N 51deg 56.738 and W 001deg.32.614".

This lane/land is not deemed to be part of the publicly maintained highway by Oxfordshire County Council in our capacity as local highway authority. You are advised to contact land registry to determine who is responsible for the land on which the tree is growing and therefore have responsibility of the tree.
