Zero progress on bridge repair after waiting years

This bridge on Paradise Street crossing the Castle Mill Stream has had plastic barriers loosely attached to the railings for at least TWO YEARS. This is a visual eyesore that detracts from the heritage environment adjacent to Oxford Castle. The barriers appear to serve no purpose since they are relatively flimsy and incapable of retaining any vehicle that should accidentally mount the curb. Please advise when the railings will be repaired, and in the mean time please remove the plastic barriers which appear to have been forgotten.
