Standing water not draining

Sent to Oxfordshire County Council and West Oxfordshire District Council less than a minute later

Beam Paddock had a failed tarmac surface that has been repaired. However the water now collects in a 8ft square puddle in the cul de sac outside of 9 Beam Paddock. The contractor has not set the run off at the right angle and the water remains in the centre, rather than running towards the drain at the side. It is a hazard as when it freezes people and cars are slipping and sliding. Can the contractor please level out the section that leads to the drain and this problem will be solved?!
