Can the verge areas on both sides of the road be tarmaced?

NR have carried out major drainage works in this area to reduce flooding under the railway bridge. Areas to the south of the bridge need tarmacking to stop silts, grit etc being washed into highway drains and blocking up system which will cause flooding again
Can the Outfall pipe onto the highway be fitted with a right angle bend - Stop water flowing onto road directly and freezing when Winter arrives - Safety issue - happy to discuss further if required

As a parish councillor, I inspected the Network Rail / Balfour Beatty work on the bridge drainage today with their officers, and they have done an excellent and time-consuming job. However, the problem will return soon if steps are not taken to prevent the flow of earth from the adjacent verges into the drainage system under the bridge. So I would fully endorse the need for tarmac'ing these verges to prevent re-occurrence as NR have suggested, and I also agree with their suggestion about the outfall pipe.
