New leaks through tarmac now frozen.

As I explained to the engineer who was here in January on another nearby issue, there are two small spots where water leaks out from under the tarmac, and they are growing. I also predicted that in freezing weather they would create an ice slick on a downhill road junction with no footpath, creating a hazard for both vehicles and pedestrians. This is also on a bus route down Well Hill, so they cannot avoid this ice slick.
