New road drain causing lawn to flood

A new drain was installed at the intersection of Chalkhouse green road and Kidmore lane. Since then, when we have heavy rains, the pond (which borders our home) rises very high about a meter onto our lawn. This is destroying the fence as well as our garden. Please let us know what can be done.
