Standing water on cycleway after rain

Sent to Oxfordshire County Council less than a minute later
After moderate rain on Wednesday Jan 20, this cycleway was flooded; there are no gullies (grips,I think you call them) through the verge to allow the water to run off onto the A44 where there are several drains that are fully functional. I have previously reported this blackspot and you advised me it was a District Council cleaning problem; but the District Council says that the cutting of gullies is an OCC responsibility. Please resolve.

Thank you for reporting this issue. We have asked our Drainage Team to investigate this area around the Begbroke roundabout which should rectify the issue on the cycleway. Thank you.
