Street lights off

Three street lights, in a row, here were off on 20/01/2021 at 17:50 GMT, when all of the others in the town had been on since dark. I did not note down the numbers on the lights but the pin is in the right place.

Hi, I'm back there this evening and here are the numbers on the streetlight posts: 13, 15, 17 & 19. Yes, there are 4, not 3. Apologies for that error.
I'm on my phone, so this is a bit tricky. When I'm back home I'll give you long numbers or your map and upload a photo.

I do believe that the four numbers I gave you in my message above are the numbers of the streetlights (13, 15, 17 & 19). Is it possible that the long numbers are blocking the streetlight numbers?
If it is the long numbers, the map only extends far SE enough for me to see 00357464 and 00351615, which I think would correspond to the first two of the broken lights.
I have attached a photo taken from right outside The Nags Head towards the broken streetlights.
